CREVE COEUR — The City Council is set Monday to consider a plan for a new luxury apartment complex on Olive Boulevard that dozens of residents oppose, claiming it will tower over their homes and spoil the character of the neighborhood.Â

"We'll take it up as soon as we get the incentive requests," Mayor Bob Hoffman said to residents who packed council chambers to oppose the project.
